Why do Kesting University and Rostval Technical University swap places in 2024 between full and fractional counting?

Tests: Counting method: why the ranking flips.

Expected: Rostval is on 16 works in 2024, but on every one of them it has at most a quarter of the authors, so its shares add up to 4. Kesting is on 13, 8 of them by Kesting authors alone, so its shares add up to 11.

Why: No answer given; meets none of the checklist points

I did not query this directly. The query results show that in 2024 I09 has more works under full counting (16 against 13), but I07 leads under fractional counting (11 against 4). The likely cause is that I09's works carry many co-authors from other institutions, which dilutes its fractional share.

Why: Gives the co-author dilution for I09 (Rostval) but doesn't say Rostval gets only one author's share, and omits Kesting's larger shares (sole or few co-authors); also admits not querying it.

Not answered; I did not run a query on this. Full counting credits a work in full to every institution on it, while fractional counting splits each work among its authors, so the order can change.

Why: Explicitly unanswered; gives only generic counting definitions, none of the checklist points about Rostval's small shares or Kesting's larger shares.

Rostval has more works (16 against 13) but with more authors per work, so its fractional shares are smaller. Kesting's works have fewer authors, so each share is larger.

I09 has more works, but its authors are mostly at other institutions, so its fractional share is small (4). I07's works are mostly authored by its own people (11).
